Marat Aizatullin spoke about the implementation of programs for the overhaul of apartment buildings in the Republic of Tatarstan

This year, 44 republican programs for 54 billion 354 million rubles are being implemented in Tatarstan, which include 3,495 construction, capital repairs, modernization of municipal infrastructure and landscaping. Within the framework of 7 national projects and 4 state capital construction programs, 317 objects worth 17 billion 161 million rubles will be implemented.

Traditionally, a large amount of funding falls on the program of capital repairs of apartment buildings. More than 6 billion rubles are allocated annually for its implementation (Of which 60% are funds of owners, 20% are the budget of the republic and 20% are funds of municipalities).

This was told by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin at a briefing in the Cabinet of Ministers of the Republic of Tatarstan.

The briefing on the implementation of programs for the overhaul of apartment buildings in the Republic of Tatarstan was attended by Deputy Head of the Executive Committee of Kazan Iskander Giniyatullin, General Director of the Foundation of Housing and Communal Services of the Republic of Tatarstan Ayrat Abuzyarov.

In his speech, Marat Aizatullin announced the sources of funding for capital repair programs, and also told about the history of the apartment building repair program.

"In 2010, the republic became a pilot region for the modernization of the housing stock. Tatarstan became the first region where a new mechanism for financing capital repairs was tested: the accumulation of all funds, including the funds of homeowners, were centralized in the newly created Republican Capital Repair Fund on special treasury accounts," the minister said.

The positive experience of the republic was the impetus for making changes to federal housing legislation: at the end of 2013, a regional system of capital repairs of apartment buildings was created throughout the country, which included the adoption of a number of regulatory legal acts, including the adoption of a Law on capital repairs, the creation of regional operators, the establishment of a minimum contribution, the approval of a Regional program major repairs.

"Taking into account these changes and requirements, a long-term republican overhaul program for 2014-2043 was approved. It originally included 15 thousand 378 houses. Now it already has 17,423 MCD," Marat Aizatullin said.

During the implementation of the program, 11,685 apartment buildings with a total area of 52.33 million square meters were repaired in the republic.  The number of residents in the houses that were renovated is about 2 million people. The volume of financing of programs for 15 years amounted to 83 billion 177 million rubles.

In order to implement the regional program, short-term plans are also being formed for a period of three years, within the framework of the total annual volume of fundraising of owners, republican and municipal funds. So, in 2023, the implementation of the Short-term Plan for 2023-2025 began.

"This year's program should provide safe and favorable living conditions for 164,369 citizens in 751 apartment buildings with a total area of 4.5 million square meters," stressed the Head of the Ministry of Construction of the Republic of Tatarstan.

The total amount of financing of Short-term plan activities for 2023 is 6 billion 716 million 697 thousand rubles.
